PURPOSE
This administrative rule establishes a contractor prequalification policy for construction, and authorizes the prequalification of contractors by Hillsborough Community College (HCC).
RULE
For the purpose of this rule, a “contractor” is any general contractor, construction management firm, design-build firm or other construction services firm licensed and authorized to provide construction. “Construction” includes new construction, renovation and remodeling projects as defined in the State Requirements for Educational Facilities and which meet the competitive bid or solicitation threshold.
It is the policy of the District Board of Trustees to prequalify all contractors for construction projects in compliance with Florida Statutes, State Board of Education Rules, State Requirements for Educational Facilities guidelines, District Board of Trustees Administrative Rules, and any applicable federal, State of Florida or local laws and regulations. The prequalification of contractors by the College shall be conducted in accordance with sound business practices.
The District Board of Trustees authorizes the College President or designee to be responsible for administering the prequalification of contractors.
The President shall establish and maintain procedures based on the rules prescribed by the State Board of Education which require the prequalification of contractors of educational facilities construction.
